Association “Greenhouses of Russia” proposed to the Ministry of Industry and Trade to allow parallel import of flower bulbs

The Greenhouses of Russia Association applied to the Ministry of Industry and Trade with a request to expand the list of goods for parallel import in the interests of flower growers.

The letter notes that the list should include flower bulbs (TNVED code 0601 10 and 0601 20), since it has always been imported, and there is no bulb production in Russia.

Recall that on May 6, 2022, a list of goods for parallel imports was published, which indicated: live trees and other plants; bulbs, roots and other similar parts of plants; cut flowers and ornamental foliage (TNVED 0601 10 and 0601 20).

According to these TN VED, parallel import of planting material such as plant cuttings, rose seedlings is possible, which is important for producers of some cut flowers (in particular, roses, chrysanthemums). However, the list is limited to only two TNVED codes and does not include a large group of flower bulbs (code 0601), which is important for producers of tulips, lilies and other cut bulbs.

“I hope there will be a permit, otherwise, without bulbs, growers will not be able to grow tulips by March 8th. There was no EU ban on cut flowers. The supply of cut flowers continues. There are logistical difficulties. The cost of transportation has risen sharply due to the disruption of the usual delivery routes. Import substitution in the production of cut flowers is essential. But imports (82% of the market volume) can only be replaced by the construction of new greenhouse complexes and the expansion of existing ones – this will take about 10 years, ”comments Alexander Litvinenko, member of the board of directors of the Greenhouses of Russia Association.

Association “Greenhouses of Russia” is a professional non-profit organization, established in 1994 on the initiative of the leaders of the country’s leading greenhouse enterprises. The Association includes more than 200 enterprises, including greenhouse complexes, as well as institutes, domestic and foreign organizations working in the field of protected ground.
