Cucumber goes on an industrial basis
The demand of residents for vegetables is 6.3 thousand tons per year. But the demand is satisfied only by 90%. At the same time, more than 80% of demand is covered by the northern delivery. Firstly, imported vegetables are quite expensive, and secondly, residents say that they are tasteless. Many people tend to plant at least the simplest vegetables in the summer. It is very difficult to grow them in the open ground, so they build greenhouses and heat them with stoves.
It is possible to solve the problem only by organizing industrial production, the district decided. A year ago, together with entrepreneurs, we developed a program for the production of indoor vegetables. The initiative was supported by the presidential envoy to the Far Eastern Federal District, Yuri Trutnev. In April last year, during a trip to the district, he discussed projects with the Governor of Chukotka, Roman Kopin, and promised support for the initiative.
The plans are to provide more than 8% of the population with local products by 2024. There are several projects under implementation today. The maximum capacity of the complex in Anadyr is 38 tons of vegetables per year. It is expected that the products will be delivered to the children’s institutions of the district and the retail network.
Resident’s successes
It is not easy to build objects in permafrost conditions, and subsequent operation requires a specific approach. If greenhouses in the central part of Russia are heated for six months a year, then in Chukotka they need to be supplied with heat for at least nine months. Therefore, it is impossible to implement such projects without state support. One of the most effective support tools is considered to be the placement of production in the territory of special economic development (TOP). Such sites have a special legal regime under which residents receive preferences. In particular, residents do not pay income tax for ten tax periods after receiving the first profit, they are subsidized by 75% of insurance premiums.
The project for the construction of a greenhouse complex in Anadyr received the status of a resident of the TOP “Chukotka” in 2017. This allows you to reduce the cost of organizing production. In addition to tax preferences, entrepreneurs of Chukotka receive subsidies for the construction of the site and preferential loans.
Today, in general, 61 companies are residents of the TOP “Chukotka”. The total amount of declared investments is 600.6 billion rubles. Entrepreneurs have created more than five thousand jobs. In addition to financial support measures, the management company also provides support for investment projects. In total, there are 23 TORS under the management of the Far East Development Corporation.
