In a groundbreaking move aimed at bolstering agricultural resilience, Kazakhstan has implemented new regulations effective from October 3, 2023, offering substantial state support to greenhouse farms. This pivotal change enables these farms to avail government subsidies, specifically targeting expenditures on energy resources like electricity, coal, and gas during the interseason. The initiative also covers a single rotation of vegetable crops cultivated in heated industrial greenhouses and farm polytunnels. Local executive bodies will delineate priority crops and subsidy norms, enhancing the nation’s agricultural landscape.
Understanding the Changes:
These regulatory changes are a response to the challenges faced by farmers in the Turkestan region due to heavy snowfall. To facilitate a seamless application process, specific criteria, including the requirement for a certification report complying with production technologies, have been outlined. The national standard, collaboratively developed by the Committee for Technical Regulation and Metrology of the Republic of Kazakhstan, the Ministry of Agriculture, and business representatives, came into effect on May 1, 2023.
Farmers seeking certification assistance can turn to the Committee for Technical Regulation and Metrology of the Republic of Kazakhstan or visit the website new-shop.ksm.kz for detailed guidance.
Expanding Support Measures:
In addition to energy resource subsidies, the government is actively promoting the production of greenhouse vegetables. Subsidies are provided for fertilizers (excluding organic ones), pesticides, bioproducts, and irrigation water supply. Furthermore, investment subsidies are available to offset costs related to the construction and expansion of greenhouse complexes. Notably, as the subsidy system advances, cost reimbursements increase from 25% to 30%, encouraging farms to invest in advanced technologies and expand their operations.
Kazakhstan’s strategic move to provide substantial subsidies to greenhouse farms signifies a paradigm shift in supporting the agricultural sector. By alleviating energy-related expenses and incentivizing the production of greenhouse vegetables, the government is fostering innovation and sustainability within the industry. These measures not only address the immediate challenges faced by farmers but also pave the way for a more robust and resilient agricultural landscape in Kazakhstan.
