The greenhouse complex “Nizhegorodsky” will receive a property tax exemption in the amount of almost 374.8 million rubles. The measure of state support is provided for by the draft investment agreement between the enterprise and the regional government. It is planned to provide it until the end of 2026, but not longer than the payback period of construction. This became known at an extraordinary meeting of the budget committee of the regional Legislative Assembly, held on July 14.
The creation of a complex for growing vegetables with an area of 17 hectares was recognized as a priority investment project in 2020. Its implementation is estimated at 5.3 billion rubles, of which 227 million are regional funds. At the beginning of 2022, the plant began full-time work, having grown more than 8.5 thousand tons of products by today. It is assumed that the annual figure will be almost doubled: cucumbers will account for more than 13.7 thousand tons, tomatoes – 3.43 thousand.
The effect of the implementation of the agreement by the end of 2026 will be the receipt of a little more than 2 million rubles to the budget of the Nizhny Novgorod region, another 90 million will replenish the treasury in the form of taxes. In this regard, some deputies had a question about the economic feasibility of granting a tax benefit of almost 375 million rubles. As explained at the enterprise, it will consist in creating more than 265 jobs with an average salary of 36.9 thousand rubles. In turn, the business ombudsman Pavel Solodkiy assures that with the advent of vegetables grown at this plant, the cost of similar products on the Nizhny Novgorod shelves has decreased by 20-40%.
The complex is equipped with the latest equipment. For the cultivation of greenhouse vegetables, primary technologies for growing vegetable crops are used, in particular, biological plant protection. The complex meets the latest requirements for environmental friendliness,” a representative of the enterprise told the deputies.
The last mentioned point caused a lot of questions from deputies. They recalled the violations found in Borsk greenhouses and complaints from local residents about the bright light, vibrations and noise from the enterprise, due to which the operation of some equipment was suspended by court order.
The director of the Nizhegorodsky plant, Igor Pochechuev, replied that the installation of noise protection casings would be completed in August. It is assumed that they will reduce the sound effect to the normative level. Shading is also performed to reduce the brightness of the light. As for vibrations, their measurements did not reveal violations, he said.
The work on only one soundproofing of machines will cost us several tens of millions of rubles additionally, the same in the world. This is a costly undertaking, but we are not here for one day – we will definitely eliminate everything. […] Darkness will reign on the streets of Bor,” Igor Pochechuev promised.
Following the discussion of the issue, the deputies came to the conclusion that when allocating budget millions to a private enterprise, the region should control whether the owner takes measures to reduce the negative consequences of production.
If the company does not take measures to limit the output of bright light, noise and vibrations from the object to people, we will get another disturbance, including social ones. They will be absolutely incomparable with the economic effect, – summed up one of the deputies, whose close relative, among other borchans, suffers from the night glow of greenhouses.
Recall that local residents sent their complaints about the Bor greenhouses not only to the supervisory and regulatory authorities of the region, but also to the highest official of the state. They recorded a video message to Vladimir Putin, asking the president to save them from the “arbitrariness of the cucumber business.”
